Q: What is Bill 91?


A: Bill 91 will give the necessary funding to the Civil Service Commission (CSC) to restore powers to their personnel in order to be a fully functional labor board.

Q. What does this Bill do?

A. It restores certain functions, responsibilities and staffing to the Civil Service Commission so that they can start functioning as a proper labor board again.


Q: Why is this Bill important?


A: Restoring the CSC to be a fully functional labor board will bring justice and fairness for workers in the workplace. 


Q: What benefits will workers gain?


A: With a fully functional CSC, they are able to hear more issues that workers face and ensure the rules and regulations are enforced.


Q. When was the CSC stripped of its ability to ensure justice for Public Servants?

A. In the 28th Guam Legislature deletions and transfers of authority were attached as non-germane riders to the budget Bill (PL 28-68) without a public hearing.

Q. Why is the CSC important?

A. To ensure justice, protect public services and reduce corruption. Without the appeal mechanisms of the CSC bad political appointeescan just fire whoever they want or give raises to whoever they want. This leaves the public structure open to massive corruption and shifts of personnel every gubernatorial election. This is a bad way to run any organization, especially one as large and vital as our public structure.


Q. Will this Bill restore the CSC exactly as it was before?

A. Not exactly. After much collaboration there are a couple of minor modifications which should help the CSC deliver justice in a more timely manner. Justice delayed is Justice denied.
