CALLING TIPS PEOPLE LIVING ON GUAM

Be polite, respectful and clear.

Introduce yourself to whoever answers the phone. Let them know that you live on Guam, where America’s Day Begins.

Tell them that you are counting on Congress to remember that people from Guam and the Territories are American’s too. Let them know that you support the inclusion of every American, including from the Territories, in the President’s plan.

Ask them if they support the inclusion of Americans that live on Guam or other territories in Health reform as the President does.


EXAMPLE SCRIPT OF CALL

Hafa Adai, My name is _____________ and I’m calling from the US territory of Guam.

My family and I humbly request that Senator ________ support the inclusion of all Americans, including those that live on Guam and the U.S. Territories, in National Health Care Reform.

We are all American’s that have paid for the privilege with the blood of our sons and daughters serving in the Armed forces in unprecedented ratios, with the Health of our people as a result of being downwind of the Bikini Atoll nuclear tests, and with the sacrifice of our elders who suffered when Guam was occupied during WW II.

Having access to affordable quality health care is just as important, if not more so, to our families as it is to yours, please include us.

Bill 2009 FAQ

Q. What is National Health Care reform?
A. It’s an effort by President Obama and the Democrats in Congress to make health care affordable and available to every American.

Q. Will this help Guam’s families?
A. YES!!! If we are included it will mean millions of federal dollars a year coming into our island to pay for medical treatments and prescriptions.

Q. Does that mean no more medical fund raisers?
A. Hopefully, but one way or another it will greatly reduce the amount we have to pay to keep our families well.

Q. Will it be available to Guam’s Families?
A. Only if we can convince enough people in the Senate and the House that our families are Americans too.

Q. When will we know if we have won?
A. In the next couple of weeks, so we must act now!

Q. Why were we excluded from the Senate Finance committee’s reform bill?
A. Because they estimated that to include us it would cost an additional $20B over the next 10 years.

Q. Is there anything we can do so that we are included?
A. YES!!! That is just 1 bill! There is another bill going through Senator Harkins, Health care committee, that includes the Territories and he promised Senator Rector in person that he would fight to keep us in his bill, so we need to make sure that all of the other Democratic members of Congress support us.

Q. How are we going to convince Congress to include us?
A. We are going to sign petitions, send emails and faxes, make phone calls and get our friends and family in the States to call their Senators and reps to Congress. Keep Checking www.MattRector.com for updates on what you and your family can do to help.

Q. Are there enough of us to make a difference?
A. Yes!!! There are literally 10s of millions of people living in the United States that are of Chamorro, Filipino, Puerto Rican, Samoan, and Virgin Island descent that come from, have family and/or friends in or are just friends of the territories.

Q. What about lobbyists?
A. The AFT and the AFL-CIO have agreed to add the inclusion of the Territories in their lobbying agenda.

Q. Does President Obama support us?
A. Yes!!! I personally spoke with Nick Rathod, President Obama’s Director to the Office of Inter-governmental Affairs, on Oct. 20th and he was adamant that the President supports the inclusion of the Territories and is fighting hard for us.

Q. 1 Senate bill includes us and 1 doesn’t, now what?
A. When the HC committee passes their Bill the 2 Senate committees will negotiate a merger of the 2 bills which will then be voted on, on the floor.

Q. What about the House?
A. There are 3 HC reform bills in the House that will go through the same process. Pass through committees, merged and voted on, on the floor.

Q. So there will be a different Bill in the House and the Senate, which one goes to the President?
A. Once both the House and Senate pass bills then they will get together and negotiate the differences which will result in one bill being sent to the President for Signature.
